# Immutable policy observation facade

The generated module is exactly frozen os-runqueue/src/runqueue.rs plus the frozen K1060 asynchronous handoff extension and the new k1100-policy-runqueue-observation.rs helper. It keeps all original private tokens and fields. The helper calls the frozen execution gate before private handle validation and backend observation. It returns only owned inert records. It exposes no mutable backend, membership pin, release token or selection mutation.
